If Claude Code says it is not available in your country, or the installer prints App unavailable in region, Anthropic is telling you that your location is outside its supported regions. Anthropic’s install troubleshooting maps that message to exactly one cause: “Claude Code is not available in your country” (Troubleshoot installation). Reinstalling, switching install method or changing plan does not change it; the only official reference is Anthropic’s Supported Regions Policy.

Applies to: Claude Code 2.1.316 (npm) and Anthropic’s Supported Regions Policy as published on November 1, 2026 (the page shows an effective date of November 12, 2026). Last checked: November 1, 2026.

What the policy covers

Anthropic lists location as a system requirement for Claude Code, next to the supported operating systems and hardware (Advanced setup). The policy says Anthropic’s apps, including Claude Code, its API and developer platform, and Claude models offered through cloud platforms and authorized resellers are available only in the countries and regions it lists. Territories and dependencies of a listed country are also supported; its example is Puerto Rico for the United States (Supported Regions Policy).

Any country or region not on the list is unsupported, and the policy spells out three cases (Supported Regions Policy):

  • use by people while they are physically located in an unsupported region, including staff of otherwise supported companies;
  • use by entities incorporated or headquartered in an unsupported region, and by their users or staff, even if those people sit in a supported region;
  • use by entities majority-owned or controlled, directly or indirectly, by people or entities in unsupported regions, and by their users or staff.

Because the list changes, check your country on the live page rather than a copy.

The messages Anthropic documents

What you see What Anthropic’s docs say
App unavailable in region Claude Code is not available in your country (Troubleshoot installation).
Install script returns HTML that quotes “App unavailable in region” Claude Code isn’t available in your country (Troubleshoot installation).
A bare 403 with no page Often the same cause, but it can also come from a corporate proxy or firewall blocking the download (Troubleshoot installation).
Unable to connect to Anthropic services that persists on an open network Claude Code may not be available in your country (Error reference).
The “App unavailable” page in the browser Claude is only available in certain regions; contact support if you think the message is an error (App unavailable in region).

If you are in a supported country

A 403 can come from your own network rather than the region check. Anthropic’s first diagnostic is to test whether you can reach its download host (Check network connectivity):

curl -sI https://downloads.claude.ai/claude-code-releases/latest

On Windows PowerShell, call curl.exe explicitly:

curl.exe -sI https://downloads.claude.ai/claude-code-releases/latest

A first line with 200 means the server was reached. A 403 is usually a proxy or network filter blocking the host, or Claude Code not being available in your region (Check network connectivity). If a proxy is involved, Anthropic’s advice is to have your network team allow HTTPS to the host named in the error (Error reference).

If your location and your organization are both covered by the policy and the message persists, the “App unavailable” page asks you to contact support (App unavailable in region); Anthropic’s help center is at support.claude.com.

If your country is not on the list

The policy applies to Anthropic’s apps, the API, and Claude models sold through cloud platforms and authorized resellers alike (Supported Regions Policy), so moving to API billing, Amazon Bedrock or another provider is not a route around it. Using Claude Code while physically located in an unsupported region is itself listed as unsupported use. The policy names the countries and regions where Anthropic “currently” offers access, so that page is where any addition will appear.

Be wary of services that offer to sign you in on your behalf. Anthropic’s Claude Code legal and compliance page says developers may not collect, store or intermediate Claude.ai credentials or session tokens, and that sign-in to a Claude account must complete through Anthropic’s own flow (Legal and compliance).
